A senior land registrar in the ministry of lands has revealed that she was offered a huge sum of money as a bribe to issue titles on Lubowa land. Laoulla Ataro was appearing before the commission of inquiry into land chaired by Lady Justice Catherine Bamugemereire. The land in question is on block 296 at Lubowa which is also being claimed by members of the royal clan of Buganda.
